Evaluation of the Job Entry Guidance Programme (Berufseinstiegsbegleitung, § 421s SGB III)

Since 2009, the Job Entry Guidance has been implemented as a pilot programme in 1000 schools of general education in all parts of Germany. It provides continuous coaching and mentoring for pupils with problems in obtaining their first educational degrees. The object of this evaluation is to investigate the success of the programme in terms of furthering young peoples’ careers. Three important steps are considered as outcomes:

• The completion of the first degree by pupils who would otherwise not have achieved this educational level;
• The transition into and the continuation of vocational training in private companies or job-related training in the public sector;
• The development and enhancement of realistic aims concerning one’s professional career.

The evaluation puts emphasis on the net effect of the programme on top of the many existing measures to promote the employment chances of school-leavers. Furthermore, implementation is likely to have a large impact on the effectiveness of the programme and needs to be considered in the evaluation. The project consists of both quantitative and qualitative steps. Representative surveys are conducted among pupils, parents, teachers and caseworkers. To conduct microeconometric analyses, the data are merged at the individual level with administrative data from the Federal Employment Agency. To facilitate interpretation and explore individual careers more closely, these quantitative steps are complemented by detailed case studies. The programme is expected to last over five years, thus covering a large part of individuals’ transition periods from school to work.
